IPC · 2024 International Plumbing Code
§708 · Cleanouts
Effective in IPC 2024.
Plain-English explainer
708 sets the cleanout rule: cleanouts are provided at the base of stacks, at the building drain where it leaves the structure, at changes of direction where a snake cannot pass, and at the spacing the table sets so every section of horizontal drain can be rodded from either direction. The drafter cites it whenever a permit runs a new building drain, a stack, or a horizontal branch.
Why inspectors flag this
A stack base without a cleanout, or a long horizontal run without an intermediate cleanout, is the canonical 708 failure; the drafter surfaces the rule so the layout carries the right cleanout before the rough-in walk-through.
As quoted in the code: Cleanouts are provided at the base of stacks, at the building drain where it leaves the structure, at changes of direction where a snake cannot pass, and at the spacing the table sets so every section of horizontal drain can be rodded from either direction.
